3% of the capacity of day care centers, private children's clubs and private nurseries that have received opening permits from the Ministry of Family, Labour and Social Services is reserved for disadvantaged children who cannot benefit from pre-school education for various reasons.
Three percent of the capacity of private nurseries, day care centers and private children's clubs is determined by the provincial directorates and this quota is used for free use of children. Regardless of their economic status; children of martyrs and veterans, children placed under government protection in institutions affiliated to the Ministry; children staying with their mothers who are convicted and imprisoned, children of families with insufficient economic means or with economic difficulties, children whose parents have passed away, children living with only one parent, children with parents with disabilities, children of mothers who are staying in or recently left the women's shelter can benefit from free of charge care services.
In this context, approximately 14 thousand disadvantaged children have benefited from preschool education services since 2017. In 2017, 2,523 disadvantaged children who could not benefit from pre-school education for various reasons benefited from pre-school services, while this figure was 2,760 in 2018. 3,300 disadvantaged children in 2019 and 2,663 in 2020 benefited from preschool services. This figure was recorded to be 2.652 by January 2021.
