New Unit for Children in Need of State Protection or Pushed into Crime


The Ministry of Family, Labour and Social Services established a new unit within General Directorate of Child Services in order to determine appropriate service models for children who are pushed to crime or in need of state protection.

Ministry, in accordance with child protection strategy, ensures that the child in need of protection is cared by his or her own family. If this is not possible, they are provided with foster family or adoption services and thus provided with family care. On the other hand, children who can not receive family-centered care are provided with care services in home-type residential social service units, the model most similar to family environment.

Attaching importance to determining the most appropriate service model that children in need of protection can benefit from, the Ministry established a new unit affiliated to General Directorate of Child Services.

The duties of the unit includes various tasks such as creating psychosocial support programs for children who will receive service from Admission Centers and monitoring these programs; prioritizing family-oriented services in determining the appropriate service model for children; ensuring the implementation and coordination of the measures specified in Child Protection Law

The unit’s field of work also covers protecting children at risk, ensuring and promoting their rights and well-being, as well as preventing neglect and abuse.
