YAGEP Project is being prepared by the General Directorate of Disability and Elderly Services for the Development of Home Care and Day Services for The Elderly


YAGEP Stakeholder Analysis meeting was held by the General Directorate of Disability and Elderly Services and the Head of the European Union and Financial Aid Department of MoFLSS.

Stakeholder Analysis Meeting on The Development of Day and Home Care Services for The Elderly was held online. The meeting was organized by the General Directorate of Disability and Elderly Services and the Head of the European Union and Financial Aid Department of MoFLSS. In the opening speeches of the meeting, Süreyya ERKAN, head of the European Union and Financial Aid Department, Faik YILDIRIM, Deputy Director General of Disability and Elderly Services, and Figen TUNÇKANAT, Programme Manager of the Department of Economic and Social Development from the European Union Delegation to Turkey, were mentioned.

Faik YILDIRIM, Deputy Director General of Disability and Elderly Services, said at the meeting moderated by Süreyya ERKAN, head of the European Union and Financial Aid Agency:

YAGEP "Development of Day and Home Care Services for the Elderly Project" is a long-term study that we started preparations for in late 2018 together with the Ministry of Family Labor Social Services / The Head of the European Union and the Department of Financial Aid, the Program Authority responsible for the Human Resources Development (IKG) component of the "Pre-Accession Financial Assistance Tool (IPA)" provided by the European Union to our country.

In addition to the different departments, especially the EU and the Financial Aid Agency, the views and proposals of the EU Delegation to Turkey have been important contributors to the YAGEP Project. At this point, the views of our esteemed stakeholders in YAGEP project are of great importance to us and our meeting is of great importance to us in this respect. At this point, I would like to briefly mention the need for the YAGEP Project and the issues that we envision to be addressed within the project and which will be developed with your contributions and suggestions.

As you know, care services, which are the most basic services for the elderly, can be offered in general under the following 3 headings. 1-Home care/support, 2-Day care, 3-Corporate care (long term/nursing home) services.

Corporate care services for the elderly from these services are effectively offered by both the public and private sectors in our country, while home care and day care and active aging are needed to be improved. For this reason, projects and practices for the development of home care and day services for the elderly have started to come forward by our general directorate.

With YAGEP, which we are preparing with this requirement, we aim to "promote active aging by improving the institutional capacity of central and local institutions", in which we aim to improve the quality of service of the central and local institutions operating in the field of aged care services with a whole and focused approach to home care and day care.

In this context, within the scope of the Development of Day and Home Care Services for The Elderly (YAGEP) Project, home care and day care services for the elderly are supported and developed in our country; providing material/equipment support for the strengthening of 10 day centres for the elderly, Developing a Turkey-Specific and Regionally Qualified Integrated Aged Care Model, organizing awareness activities, workshops and staff trainings, making country work visits, doing aged care research, preparing reports and establishing an effective coordination and cooperation mechanism for aged care services."

Faik YILDIRIM, Deputy General Manager of Disability and Elderly Services, stated that the YAGEP project will be presented to the participants and that the main expectation of the meeting is to take the contributions of the participating stakeholders to the YAGEP Project and to the development of home care and day care services for the elderly in Turkey, and thanked all those who contributed and participated.

Following the opening speeches, a presentation was made by MoFLSS Expert Assistant Rümeysa CEYLAN regarding YAGEP project. Answering questions and suggestions about the presentation, Branch Manager Bulent KARAKUŞ made statements regarding the contents of the project. The opinions and proposals presented by the stakeholders attending the meeting with an effective participation in the YAGEP Project and the development of home care and day care services for the elderly in Turkey will be evaluated in the YAGEP Project and in the work for the elderly.

In addition to the General Directorate of Disability and Elderly Services and the Head of the European Union and Financial Aid Department of MoFLSS, the YAGEP Stakeholder Analysis Meeting was attended by the Presidential Social Policy Board, the EU Delegation to Turkey, the World Health Organization Turkey Office, the Ministry of Health and various public institutions and institutions, as well as close to 40 representatives from the Turkish Municipalities Association, various municipalities, universities and non-governmental organizations. YAGEP Project is expected to be submitted to the EU Delegation to Turkey and implemented in late 2021 following the approval process.
