With the Umut Evleri Project, implemented by the Ministry of Family and Social Services, persons with disabilities live in detached houses or apartments and mingle with the society.
The Ministry provides family-oriented, family-priority social services to children, the persons with disabilities and the elderly. While all social and economic support policies are carried out with a "family-oriented" strategy, social services for families and the community are offered under a single roof with a holistic approach in order to protect and strengthen the family. In this context, if the elderly, child or individual with disabilities has a family and it is possible to support it with his/her family, it is aimed to provide support there first.
Within the scope of the family-oriented service for the persons with disabilities, support is provided to both the person with disabilities and the caregiver, if the person with disabilities has a family and can live with the family. Persons with disabilities are supported with home care assistance, day care and community-based services. In addition to these services, institutional care services are also offered to those who need institutional care.
Approximately 536,000 people are given home care assistance.
On the other hand, the Home Care Assistance service, which was introduced in 2006, contributes to individuals with disabilities who need care. This assistance covers persons with severe disability or fully dependent individuals who need care and are in economic deprivation. In order to benefit from the assistance, it is required that the average monthly income per person in the household is less than two-thirds of the minimum wage.
Within the scope of the regulation on the disability health board report, the phrase "severe disability" or "fully dependent" is included in the disability health board report issued for those over the age of 18, "Severe" or "Very severe" in the disability health board report issued for those under 18 years of age. One of the statements ", "Prominent Special Needs" and "Has Special Condition Needs" must be included. For the second six-month period of 2021, home care assistance is paid as 1797 lira per person, while home care assistance is given to approximately 536,000 people as of today.
843 people benefit from 152 Umut Evleri
With the "Umut Evleri" project, within the scope of the Home Type Social Service Unit, persons with disabilities are allowed to live in detached houses or apartments and actively participate in social life in order to integrate them with the society they live in. It is envisaged that there will be a need for institutional care as a condition of benefiting from the Umut Evi. Within the scope of the Umut Evi application, which was started in İzmir in 2008, 4 to 6 persons with disabilities are cared for in a home environment under the supervision of professional personnel in these houses, which are also defined as the Home Type Social Service Unit. With the Umut Evi service model, which aims the active participation of persons with disabilities in community life, 843 persons with disabilities benefit from 152 Umut Evleri across Türkiye.
