The Ministry of Family and Social Services Strengthens the Care Services Provided to Persons with Disabilities


In order to strengthen the care service provided to persons with disabilities under institutional care by the Ministry of Family and Social Services, approximately 150 personnel working in institutions providing residential and day care services in 81 provinces were given 'Behaviour Shaping and Anger Management’ training.

Continuing to maintain a family-oriented social service approach within the scope of care services for persons with disabilities, the Ministry shapes its work by taking into account the current developments in institutional care services and the issues needed in the field.

The Ministry, which provides trainings on various topics to improve the professional capacities and skills of care personnel, provided 'Behaviour Shaping and Anger Management’ training to approximately 150 personnel working in institutions providing residential and day care services.

In the training, in which the most needed issues of the professional personnel working in residential and day service institutions were discussed, subjects, which are positive behavioural support, especially anger management, applied behaviour analysis, crisis management in individuals with special needs, and behaviour increase-reduction, took place.

Solutions to increase the quality of life are developed

In the training, which also included solution suggestions and case examples for the difficulties encountered in practice, professional personnel had the opportunity to practice one-on-one with academicians who are experts in their fields.

In addition to preventing problem behaviours, solutions were developed to increase the quality of life of persons with disabilities. The subject of how to gain and increase new positive behaviours was supported by expert academicians with interactive practical examples and visuals.

On the other hand, the development of skills such as communication, relationship building, game skills, social skills and participation in social life, and success at school, has also been one of the focal points of the training.

Elmas Esra Ceceli, Director General of Services for Persons with Disabilities and the Elderly at the Ministry of Family and Social Services, made a statement about the "Behaviour Shaping and Anger Management" training given to the personnel working in institutions providing residential and day care services and underlined that this training is the 6th training held in the second half of the year.

"We have seen that care for older persons and persons with disabilities in Türkiye has reached world standards"

Stating that they are trying to provide the best and highest quality care to persons with disabilities and older persons, Ceceli said: “We aim at world standards while doing this. During our study visits on this subject, we saw that care for persons with disabilities and older persons in Türkiye has reached world standards. Our quality and field studies continue in order to raise this to better levels.”

Ceceli also stated that the trainings for the employees of the Ministry will continue without slowing down in 2023, and said:

"The purpose of these trainings is to increase the professional capacity of our professional personnel serving persons with disabilities and older persons receiving residential care. In the last 6 trainings, we have done a good job with our more than 600 personnel. They received seminars and training on nearly 100 topics. Our aim is not only to increase the capacity and motivation of our professional staff, psychologists, sociologists, social workers, nurses, teachers, but also our care staff. With what they get from here, they will gain experience in preparing individual care plans that will shed light on them.”

Noting that they benefited from the experience of the professional personnel working in the field during the trainings, Ceceli said, “This is extremely beneficial. We keep the pulse of our organizations with the information directly conveyed to us by our colleagues who know the place best.”

Ceceli informed that in 2023 they will organize training programs in which the care personnel of the institutions and organizations affiliated to the Ministry will also participate, and continued as follows:

“They are our most important personnel working in our main service area. Our services for persons with disabilities and older persons are family-based as per the policy of our Ministry. We produce support policies to provide the best opportunities for persons with disabilities and older persons who are with their families. On the other hand, we are trying to provide the best quality care to individuals who need state care.”
