The total amount of pensions paid by the Ministry of Family and Social Services for persons with disabilities and their relatives' has been 3 billion 253 million liras so far this year.
The Ministry carries out support programs in order to ensure that individuals with disabilities are cared for primarily in the family environment. Human-oriented and rights-based service models are implemented in order for persons with disabilities to participate fully and effectively in social life and to live independently. Among these models, home care allowance has an important place.
Home care allowance, which was initiated in 2006 to support persons with disabilities in need of care primarily with their families, also includes people with severe disabilities who need care and are in economic deprivation.
From home care allowance, "fully dependent" adults or the ones with "severe disability" according to the Health Board Report and children with "very advanced special needs", "significant special needs", or “special condition needs” in the Special Needs Report for Children (ÇÖZGER), can benefit if the per capita income in the household is below two-thirds of the monthly net amount of the minimum wage.
Home care allowance to 543 thousand 49 people in the first 4 months of the year
While the monthly payment figures for home care allowance were 1544 liras in 2020, 1798 liras in 2021, this amount was determined as 2 thousand 354 liras per month for the first 6 months of 2022.
The number of people benefiting from home care allowance has also increased every year. Accordingly, 529 thousand 924 people in 2020, 530 thousand 812 people in 2021 and 543 thousand 49 people as of the end of April 2022 benefited from home care allowance.
The amount of appropriations transferred for home care allowance also increased regularly, reaching 9 billion 474 million liras in 2020, 10 billion 956 million liras in 2021 and 6 billion 25 million liras in 2022.
From 2020 until now, a total of 26 billion 455 million liras has been allocated for home care allowance.
Monthly financial support for persons with disabilities and their relatives
The Ministry also provides monthly financial support to individuals with disabilities and their relatives.
According to disability rates, the amount of benefiting from this allowance varies.
In 2020, disability pension was 568 lira for those with a disability rate of 40-69 percent, 852 lira for those with a disability rate of 70 percent and above, and 568 lira for relatives of persons with disabilities.
While the amount of disability pension transferred in 2020 for the disability rate of 40-69 percent was 2 billion 104 million lira, the total amount of disability pension transferred for those with a disability rate of 70 percent or more was recorded as 2 billion 516 million liras.
The total amount transferred in 2020 for the relatives of persons with disabilities pension was 548 million liras. In 2020, a total of 5 billion 168 million TL was paid for persons with disabilities and their relatives pension.
The amount paid in 2021 is 5 billion 801 million lira
Last year, disability pension was 661 lira for those with 40-69 percent disability, 991 lira for those with a disability of 70 percent or more, and 661 lira for relatives of persons with disabilities.
While the total disability pension transferred from the budget for those with a disability rate of 40-69% was 2 billion 363 million TL in 2021, the amount of disability pension transferred for those with a disability rate of 70% or more was 2 billion 815 million TL. In 2021, a total of 623 million lira was transferred from the budget for the pension of relatives of persons with disabilities.
In 2021, the total amount given to persons with disabilities and their relatives was 5 billion 801 million liras.
Pension for relatives of persons with disabilities is 865 liras
For the first 6 months of 2022, the disability pension is determined as 865 lira for those with a disability of 40-69 percent, for those with a disability of 70 percent or more, the disability pension is 1298 lira, and the pension for the disabled relative is 865 lira.
So far this year, a total of 3 billion 253 million lira has been paid for the disability pension and relatives of persons with disabilities pension.
A monthly average of 616 thousand people benefited from the disability pension, while an average of 98 thousand people benefited from relatives of persons with disabilities pension.
