Regulation on Issuance of Identity Cards to Persons with Disabilities and Establishment of a National Disability Data System has been published in the Official Gazette
The regulation by the Ministry of Family and Social Services determining the procedures and principles regarding the issuance of Identity Cards to Persons with Disabilities and the establishment of a National Disability Data System to be used in benefiting from the rights and services granted to persons with disabilities entered into force after being published in the Official Gazette.
The Ministry continues to work to ensure that every person can participate in social life without discrimination and to support equal, full, and natural participation of every person in life through rights-based services. The Ministry is issuing ID cards to make it easier for persons with disabilities to benefit from various services, rights, and discounts.
In this context, the regulation determining the procedures and principles regarding the issuance of the Disability Identity Card and the establishment of the National Disability Data System, which would enable citizens with disabilities to benefit from the recognized rights and services, was published in the Official Gazette and entered into force.
The Disability Identity Card can be obtained by persons who are certified to be with a disability of 40 percent or above according to the medical board report, and by children under the age of 18 who have a level of special needs at least equivalent to this rate according to the special needs report for children (ÇÖZ-GER) in the medical board report.
How to get a disability identity card?
Persons with disabilities who meet the specified conditions can obtain the Disability Identity Card by applying to the Provincial Directorates of Family and Social Services or Social Service Centers with 2 photographs, an identity card, and an original or certified copy of the disability medical board report. Disability Identity Card applications can also be made through the e-Devlet portal. Upon application via e-Devlet Kapısı, citizens with a disability health board report of 40 percent and above (in case of updating the health reports issued before 2019), the identity cards issued are delivered by registered mail to the addresses of the persons registered in MERNIS or to the address declared during the application.
Benefits of the Identity Card for Citizens with Disabilities
Citizens with a Disability Identity Card can use municipal and private-public buses, maritime transportation vehicles, and TCDD trains free of charge. A 20 percent discount is offered to persons with disabilities who have a disability identity card on all domestic and international flights. They can visit museums and archaeological sites, national parks, nature reserves, and nature parks free of charge. In addition, they can use the state theaters for free. GSM operators offer special tariffs for persons with disabilities.
