The regulation determining the procedures and principles of the application, evaluation, payment, and other issues of the Home Care Allowance, which was initiated by the Ministry of Family and Social Services as one of the community-based care service models, was published in the Official Gazette to ensure the integration of persons with disabilities into the society by receiving care from their relatives without separating them from their familiar environment and families.
Care service models that ensure that persons with disabilities and older persons are cared for without leaving their social environment are emphasized with a " person-oriented" service approach in addition to institutional care within the framework of the community-based care approach. Institutional care, home care allowance, social assistance, and day care services are provided in an integrated and complementary manner to support respite care. One of the most important community-based care service models offered by the Ministry, the Home Care Allowance, which was launched in 2006, enables persons with disabilities to integrate into society by receiving care from their relatives without separating them from the environment they are accustomed to and from their families.
Regulation sets out the principles and procedures for Home Care Allowance
In this context, the Home Care Allowance regulation prepared by the Ministry of Family and Social Services determines the procedures and principles regarding the implementation, evaluation, payment, and other issues related to the aid to be made for the home care of persons with disabilities was published in the Official Gazette.
According to the Regulation, families who are fully dependent according to the classification of disability, have a report for children with the title of "Very advanced SNR", "Significant SNR" and " Special condition requirement (SNRFC)", who are unable to continue their lives without the help and care of someone else due to their inability to fulfill the habitual, repetitive requirements of daily life to a significant extent, and who want to take care of their relatives with disabilities in need of care at home, who is determined to care at home by the home care committee, and whose income per person in the household is less than 2/3 of the net minimum wage amount, will be supported with Home Care Allowance.
The Regulation stipulates that Home Care Allowance payments cannot be transferred, assigned, or seized.
Home Care Allowances will continue for those who start to benefit from the allowance before the publication date of the Regulation. In case of changes in the conditions of benefiting from allowances for household, income, health, and similar reasons, the status of these people will be re-evaluated within the scope of the Regulation.
94.253.000,000 TL of Home Care Allowance
On the other hand, the Ministry made 94.253.780.000 TL Home Care Allowance payments from the beginning of the service until the end of April 2023 within the scope of Home Care Allowance, which was initiated by the Ministry in 2006 to support the care of persons with disabilities in the family and in the environment where they live.
The Home Care Allowance provides a monthly cash allowance of 4.336 TL for families who want to take care of their fully dependent relatives with disabilities at home for the period January-July 2023. As of April 2023, 569. 627 people benefit from Home Care Allowance. Approximately 140.000 of these are caregivers of older persons with disabilities.
