Minister Derya Yanık, “We will hold the first meeting of the Monitoring and Evaluation Board on the Rights of Persons with Disabilities for 2023 on May 4th”


Derya Yanık, Minister of Family and Social Services, stated, “We will hold the first meeting of the Monitoring and Evaluation Board on the Rights of Persons with Disabilities on May 4, 2023, consisting of senior representatives of relevant public institutions and senior representatives of two confederations with the most representation power operating nationwide in the field of disability.

Minister Derya Yanık reminded that the Monitoring and Evaluation Board on the Rights of Persons with Disabilities was established by the Presidential Circular published on December 3, 2021, in order to ensure that citizens with disabilities participate effectively and without discrimination in public life against all kinds of obstacles, neglect, and discrimination. Yanık said, "We continue the activities of the Monitoring and Evaluation Board on the Rights of Persons with Disabilities, which was established to carry out legislative studies on issues related to the protection and development of the rights of persons with disabilities, to make recommendations on measures to be taken in cases of violations of rights, to prepare strategy documents and action plans on the subject and to provide opinions on those prepared, to ensure cooperation and coordination between institutions on the rights of persons with disabilities with the cooperation of all institutions."

Minister Yanık stated that the Ministry postponed the first meeting of the Board this year, which was planned to be held in February, due to the earthquake in Türkiye on February 6, and said, "We will hold the first meeting of the Monitoring and Evaluation Board on the Rights of Persons with Disabilities, which consists of senior representatives of the relevant public institutions and senior representatives of two confederations with the highest representation power operating nationwide in the field of disability, on May 4, 2023."

9 working groups were established
Stating that the coordination task regarding the promotion and monitoring of the implementation of the National Action Plan on the Rights of Persons with Disabilities, which was shared with the public on December 2, 2022, in order to achieve the goals of the 2030 Barrier-Free Vision Document announced by President Recep Tayyip Erdoğan, Yanık said:
"We will carry out this coordination task in cooperation with all stakeholders. Stakeholders to the National Action Plan on the Rights of Persons with Disabilities are all public institutions, civil society organizations, especially those operating in the field of disability, private organizations, and universities. In the Board meeting, we will evaluate the current state and the future plans for the activities that the institutions represented by the Board members are responsible for in the National Action Plan on the Rights of Persons with Disabilities.
Furthermore, we have decided at the first meeting of the Board to monitor the implementation of the National Action Plan on the Rights of Persons with Disabilities through the working groups established. Within this framework, we will monitor the realization levels of the activities in the Action Plan with a total of 9 working groups, including the Main Working Group on Monitoring and Evaluation of the Rights of Persons with Disabilities."

 “We have set up a web-based monitoring module”
Stating that the Ministry established a web-based monitoring module in order to carry out the monitoring systematically, Minister Yanık said: "With the information and data collected on the activities included in the National Action Plan on the Rights of Persons with Disabilities, monitoring and evaluation reports will be prepared by working groups in each policy area every 6 months, and then the main report including all policy fields will be prepared and published under the coordination of the Ministry. Thanks to the working groups and the web-based monitoring module, we aim to ensure that the activities included in the National Action Plan on the Rights of Persons with Disabilities are realized effectively and systematically."
