The Ministry of Family, Labour and Social Services has prepared the 2030 Unhindrance Vision Document, which set out the vision for becoming an inclusional society where people with disabilities can realize their potential as equal citizens.
Family, Labor and Social Services Minister Zehra Zümrüt SELÇUK said that since 2002, they have taken steps to strengthen the participation of disabled people in social life in many areas, from home and establishment care services to accessibility studies, employment and education. Emphasizing that the concept of disability is a concept that changes and changes over time, Minister SELÇUK said, "We have prepared our Vision Document without obstacles due to this change. This Vision Document will reveal our country's national vision and roadmap in the field of disability from 2020 to 2030," she said.

In the Unhindrance Vision Document, the policies to be developed for citizens with disabilities were discussed in 8 topics. Topics include "Inclusive and Accessible Society", "Protection of Rights and Justice", "Health and Well-being", "Inclusive Education", "Economic Assurance", "Independent Life", "Emergencies from Disaster and Humanitarian Care" and "Implementation and Monitoring". Accessibility Criteria to Be Given in Public Tenders
Accessibility criteria will be provided in public tenders. Legislation will be made to strengthen accessibility. In order to implement all kinds of architectural and urban services carried out in the public and private sectors in an accessible way, the level of knowledge and awareness of the technical staff will be increased. Incentive programs will be developed to improve accessibility. In addition, the model for the allocation of affordable accessible housing will be developed; necessary measures will be taken for the accessible production of public transport.
Discrimination Provisions to be Extracted
National legislation against discrimination against people with disabilities will be reviewed. An overhaul of the provision of disability-based discriminatory provisions will be made. The necessary legal and administrative measures to make complaints mechanisms and procedures accessible to the disabled will be strengthened in the event of an alleged violation of any right.
Access to Justice Services and Participation in Political Life Will Be Strengthened
Disabled people will also be empowered by their access to justice services and participation in political life. Awareness studies will be carried out on his access to justice. Legal and administrative measures to ensure compliance with their age and disability will be strengthened while using the rights of people with disabilities in judicial processes. Efforts to ensure that people with disabilities can participate independently in election processes will be increased.
Early Diagnosis Programs To Be Disseminated
It is intended to strengthen accessible health care for people with disabilities. In this way, preventive and preventive studies will be carried out in areas that are at risk of innate and subsequent disability. Early diagnosis programs will be disseminated and early intervention programs will also be created. The ability of health organizations to respond to the needs of disabled people such as physical access, appropriate tools, equipment and accessible information will be increased. Depending on the disability, access to the medicines, medical supplies and devices needed will be facilitated and supported.
Educational Curriculum and Materials to Be Revised
It is planned to strengthen the training of individuals with disabilities by assessing their mental and physical abilities. In this context, all personnel working at all levels of education, including early childhood education, will be strengthened in quality and quantity. Strengthening Their Economic Status
It is also targeted at strengthening the economic status of people with disabilities. Activities aimed at adapting people with disabilities to work with their skills will be widespread. Legislation on the right to work and employment, including recruitment processes including job advertisements and application forms, employment conditions, career development, healthy and safe working conditions, will be revised for the disabled. The Administrative Fines Fund will enable and disseminate grant support for people with disabilities to start their own businesses. Measures will be taken to make effective use of all elements of the job placement services carried out within the Turkish Employment Agency.

Efforts will be made to raise awareness of disabled people with disabilities and public services. Public institutions' web pages will be made accessible. The accessibility of banking services will be disseminated. Accessibility of emergency call services will be strengthened.
Participation of disabled people in Social and Cultural Life
The participation of disabled people in social and cultural life, tourism, travel, entertainment and recreational activities will be strengthened. Necessary infrastructure and administrative measures will be taken to ensure that disabled citizens participate in sporting events with equal opportunities.
